Activity in a Wetland

This is to give notice that the Town of Richmond has determined that the following proposed action under the Community Development Block Grant Program, contract number to be determined, is located in the 200’ Riverbank Wetland Setback of the Wood River and the Town of Richmond will be identifying and evaluating practicable alternatives to locating the action in the wetland and the potential impacts on the wetland from the proposed action, as required by Executive Order 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Protection of Wetlands. The action consists of enlarging the curb cut off R.I. Route 3 for driveway access to the site, installation of an OWTS (Onsite Wastewater Treatment System), grading and improving the parking area and repairing, potentially, the storm drain that collects runoff from neighboring Corey Trail; all to serve the development of 3 units of affordable rental housing to be located at what will become 1127 Main Street, Wyoming Village, Richmond, Washington County, Rhode Island.

There are three primary purposes for this notice. First, people who may be affected by activities in wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about wetlands and floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in wetlands or floodplains, it must inform those who may be put at greater or continued risk.
